Undertake scoping of social isolation in Tauranga City.

- Identify local definitions of social isolation, and how these definitions occur for the four priority groups (above)

- Identify the drivers of social isolation in Tauranga

- Identify ideas for engaging and connecting people to reduce social isolation in Tauranga
